Datuk Seri Norazlan Bin Mohd Razali

Independent Non-Executive Chairman

Datuk Seri Norazlan Bin Mohd Razali (“Datuk Seri Norazlan”) was appointed as the Independent Non-Executive Chairman of Apex Securities Berhad, effective 2 January 2025.

Datuk Seri Norazlan was a former Deputy Chief Commissioner (Prevention) for the Malaysian Anti-Corruption Commission (MACC). He began his career at the MACC on 9 February 1989 in the Investigation Division, specializing in financial crimes, international investigations, and anti-money laundering. He was a pioneer member of the Malaysian National Coordinating Committee to Counter Money Laundering and contributed to the development of national strategies to combat money laundering, including the enactment of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 and the Mutual Assistance in Criminal Matters Act 2002.

Datuk Seri Norazlan was a pioneer Director of the MACC’s Agency Integrity Management Division, tasked with enhancing anti-corruption governance through Integrity Units in government agencies and Government-Linked Companies (GLCs). He supervised and coordinated the implementation of anti-corruption and integrity policies and initiatives by these units. Additionally, he represented Malaysia in the Project Committee of the International Standard Organization (ISO) to develop ISO 37001 Anti-Bribery Management Systems (ABMS) as an anti-corruption international standard which subsequently adopted as Malaysian’s MSO ISO 37001:2016 ABMS as an anti-corruption standard in Malaysia.

Datuk Seri Norazlan holds a Bachelor of Science in Business Control Systems, majoring in Accounting, from the University of North Texas, United States, and a Master of Science in Economic Crime Management (Distinction) from HELP University, Malaysia. He also a Certified Financial Investigator and holds additional qualifications from the National Coordinating Committee to Counter Money Laundering, MARA University of Technology, and the International Islamic University of Malaysia.

Straise Chong

Executive Director and Chief Executive Officer

Straise Chong has officially assumed the role of Executive Director and Chief Executive Officer (CEO) of Apex Securities Berhad, commencing 1 February 2025. With over 20 years of experience in the stockbroking and securities industry, she brings a wealth of expertise in credit control, market risk management, process optimization, and system enhancements.

Straise commenced her career at CIMB Investment Bank Berhad, where she spent 19 years, rising through the ranks to become Director of the Credit Control Department. There, she spearheaded impactful projects, such as regional client onboarding systems and financial risk management enhancements.
Straise subsequently joined Apex Securities Berhad in July 2023 and was appointed Director of Credit and Operations in April 2024. At Apex, Straise led significant workflow improvements, system upgrades, and the rollout of innovative financial products, including Discretionary Trading and foreign ATH. Her tenure reflects a commitment to enhancing efficiency, client experience, and operational control measures.
Straise graduated with a Bachelor of Commerce in Accounting from the University of Adelaide and has completed the Securities Commission Licensing Exams (Modules 6 & 7). As a Lean Six Sigma Black Belt, she has consistently applied data-driven strategies to streamline operations and achieve measurable outcomes.

Kong Ming Ming

Executive Director Dealing

Ms. Kong Ming Ming (“Ms. Kong”) was appointed as an Executive Director of Apex Securities Berhad, a whollyowned subsidiary of Apex Equity Holdings Berhad on 27 November 2017. She is also the Head of Dealing (Equity) of Apex Securities Berhad since 2010.
Ms. Kong graduated with a Bachelor of Science (Business Administration) Degree from the Colorado State University, U.S.A in 1993. She started her career with Apex Securities Berhad holding various positions before being promoted to Senior Vice President Dealing in 2008. Ms. Kong has more than two decades of working experience in the stockbroking industry.

Datuk Dr. Mazlan bin Ahmad

Independent Non-Executive Director

Datuk Dr. Mazlan bin Ahmad (“Dr. Mazlan”) was appointed as the Independent Non-Executive Director of Apex Securities Berhad, a wholly-owned subsidiary of Apex Equity Holdings Berhad, on 1 June 2023.

Dr. Mazlan is the founder of Masyi Group and has been instrumental in its growth and diversification across various sectors, including construction, property development, food, tourism, financial services, banking, management, and advisory services. He also serves as Corporate Advisor to Y.A.M. Tengku Putri Datin Paduka Hjh. Arafiah binti Almarhum Sultan Salahuddin Abd. Aziz Shah Alhaj, Managing Director of Masyi Technologies Sdn. Bhd., Director of Masyi Trust Limited, and Director of Asia Capital Holdings Limited.
On top of committee members of Panel Review Operations of Malaysia Anti Corruption Commission since 2018 appointed by Prime Ministers and recently again Dr Mazlan was appointed by Prime Minister Dato Seri Anuar Ibrahim as industry expert for Special Taskforce on Corruption Perceptions Index.
With over two decades at Bank Negara Malaysia, Dr. Mazlan gained extensive experience in strategic planning, HR management, branch operations, financial intelligence, and enforcement in financial crime. His leadership in policy development and procedural enhancement has earned him a stellar reputation in the financial sector.
Dr. Mazlan is equipped with extensive expertise, strong networks with strategic partners, and a comprehensive understanding of value supply chains. He is deeply committed to advancing leadership trends that benefit the ummah and driving progress in the Islamic financial system and social entrepreneurship. Currently, he is actively involved in developing infrastructure for financial education systems based on Islamic Social Financing, particularly focusing on the Waqf ecosystem. As a renowned subject matter expert, Dr. Mazlan frequently shares his insights at conferences locally and internationally and contributes to United Nations initiatives on Sustainable Development Goals (SDGs).

Dr. Mazlan is recognized as a pioneering champion of Islamic Social Finance, Dr. Mazlan has revitalized confidence in the system by integrating blockchain technology to enhance transparency and systematic management. This innovation empowers contributors, recipients, and administrators, restoring trust in the integrity of Islamic social finance. Dr. Mazlan also provides advisory services in fundraising and financial management, working with company secretaries and trust companies in Labuan. His commitment to combating financial crime, including bribery, fraud, and money laundering, has positioned him as a founding member of the Malaysian Corruption Watch, reflecting his dedication to ethical and balanced financial practices.

Dr. Mazlan holds a Doctor of Business Administration (DBA) from Warsaw Management University, Poland, and an MBA from the University of Georgia, Netherlands. He is also a Fellow of the Institute of Chartered Secretaries and Administrators (ICSA), having completed his studies at Kolej Professional Baitulmal in 1995 and receiving his FCIS recognition in 2012. He earned his Bachelor’s Degree in Accounting from the International Islamic University of Malaysia.
Dr. Mazlan is a Chartered Governance Professional with the Chartered Governance Institute of the UK, a Chartered Accountant with the Malaysian Institute of Accountants (MIA), and a Chartered Secretary with the Malaysian Institute of Chartered Secretaries and Administrators (MAICSA). He currently serves as an elected Council Member of both MIA and MAICSA.

Prof. Dato’ Dr. Mohd Azmi Bin Omar

Independent Non-Executive Director

Professor Dato’ Dr. Mohd Azmi Omar (“Prof. Azmi”) was appointed as the Independent Non-Executive Director of Apex Securities Berhad, a wholly-owned subsidiary of Apex Equity Holdings Berhad on 14 December 2023.
Prof. Azmi has been the President and Chief Executive Officer of INCEIF University, the Global University of Islamic Finance, since October 2017. Prior to his current position, he held the post of the Director-General, Islamic Research and Training Institute (now known as the IsDB Institute), Islamic Development Bank Group, Jeddah, Kingdom of Saudi Arabia.
Prof. Azmi serves as the President of the International Council of Islamic Finance Educators, President of the International Association for Islamic Economics, a member of the Islamic Development Bank President International Advisory Panel, advisor to the RFI Foundation, and formerly a member of the External Advisory Group for the International Monetary Fund (IMF) Interdepartmental Working Committee on Islamic Finance. Concurrently, Prof. Azmi is a Shariah committee member at Bank Rakyat Malaysia, Etiqa Takaful Malaysia, and MUFG Bank (Malaysia) and formerly a member of the Shariah Advisory Council at the Securities Commission Malaysia. Given his vast experience, he was appointed as an Islamic Finance Expert to the Brunei Darussalam Central Bank from 2018 to 2020. Recent consulting projects led by Prof. Azmi include the development of the Indonesia Shari’ah (Islamic) Economy Masterplan 2019–2024 for the government of Indonesia and the Kazakhstan Islamic Finance Masterplan 2020–2025 for the Astana International Financial Center (AIFC) and the Republic of Kazakhstan.
Recognised for his achievements, Prof. Azmi received numerous awards, including the “Most Outstanding Individual Contribution to Islamic Finance” at the KLIFF Islamic Finance Awards 2015 and the “Lifetime Achievement Award in Islamic Economics and Finance” at the 3rd World Islamic Economics and Finance Conference in 2020.
Professor Azmi holds a PhD in Finance and is a Chartered Professional in Islamic Finance, showcasing a lifetime commitment to advancing Islamic finance and policy frameworks on a global scale.
